     On page 3, line 13, after "follows:" strike the remainder of the section and insert:              

     "The department of ecology shall require that agricultural water purveyors completing a conservation plan as part of an application for proceeds from the sale of bonds under RCW 43.99E.025 identify whether and how rate structures could provide an incentive to water users to conserve water."
