Strike everything after the enacting clause and insert the following:

"NEW SECTION. Sec. 1. By September 1, 1993, the treasurer shall transfer to the budget stabilization account all unobligated amounts as of June 30, 1993, in the ending fund balance of the general fund--state. The treasurer is authorized to make accounting adjustment transfers consistent with the comprehensive annual financial report by December 31, 1993."
