     On page 1, line 7, after "cities" insert "located within the county"

     On page 1, line 9, after "areas." insert "At least fifty percent of these cities, containing at least seventy-five percent of the total city population within the county, must approve the process and any proposed change in the process before it may be adopted by the county."

EFFECT: Clarifies which cities must participate with the county.  Requires at least 50% of the cities in the county, with at least 75% of the total city population within the county, to approve the process.
