     On page 2, line 16, beginning with ".  Priority" strike all the matter through "area" on line 18, and insert ", no other suitable site is adjacent to an urban growth area and no other suitable site is in closer proximity to an urban growth area"

EFFECT: Requires that the industrial development be located either within an urban growth area, or near to an urban growth area, if a suitable site is available.
