     On page 2, after line 11, insert:

     "NEW SECTION.  Sec. 3.  A new section is added to chapter 75.28 RCW to read as follows:

     The salmon guide license shall not be issued to vessels but to individual persons applying for and qualifying for the license, subject to other requirements imposed in this title or adopted by rule of the director."
