     On page 30, following line 18, insert:

     "NEW SECTION. Sec. 24. A new section is added to chapter 42.30 RCW to read as follows:

     Notwithstanding any other provisions of this act, all meetings of any public agency, including the legislature, shall be open to the public. The only exception to this provision shall be meetings held in executive session for the purpose of discussing personnel matters not related to general salary matters.  Any meeting held in executive session shall be recorded and subject to judicial review.

EFFECT:  Provides that a public agency, including the legislature, may have executive sessions only for the purpose of  discussing personnel matters not related to general salary matters.  All executive meeting must be recorded and are subject to judicial review.
