     On page 8, following line 21, insert:

     "NEW SECTION. Sec. 2.   A new section is added to chapter 42.17 RCW under the subchapter heading "public records" to read as follows:

     In addition to any other persons or groups subject to this act, the legislative branch of government is hereby made subject to this act. 

and

     On page 20, line 8, after "branch" strike "or the legislative branch of state government, as such branches remain" and insert "as it remains"

and

     On page 22, line 28, after "branch" strike "or of the legislature"

and

     On page 30, following line 18, insert:

NEW SECTION. Sec. 24.  A new section is added to chapter 42.30 RCW to read as follows:

     In addition to public agencies which are subject to the open meeting act, the Washington State Legislature is hereby made subject to the open meetings act.  Meeting of the legislature, including all meetings of all committees must be open to the public.  Included in this requirement, by way of example and not as a limitation, are meetings of all conference committees, the executive rules committee, and all caucus meetings.  Executive session may be held only upon personnel matters which are not related to salaries.

EFFECT:  The amendment makes clear that the legislative branch is subject to both the open records act and the open meetings act.
