Strike everything after the enacting clause and insert the following:
"NEW SECTION. Sec. 1. The legislature recognizes a capital infrastructure deficit in the state of Washington and the need for capital investment to accommodate present and future growth. The legislature finds that recent increases in long-term borrowing for capital projects is causing a heavy and growing demand on general fund resources for debt service. The legislature recognizes the need to manage and coordinate the multitude of existing capital accounts and funds, and to develop a process for coordinating state and local capital planning to more effectively and efficiently meet infrastructure needs."
"NEW SECTION. Sec. 2. A new section is added to chapter 43.06 RCW to read as follows:
The governor shall appoint a capital investment strategy council comprised of the secretary of the department of transportation, the superintendent of public instruction, the executive director of the higher education coordinating board, and any other state agency directors as deemed appropriate by the governor. The appointees may designate persons to serve on their behalf."
"NEW SECTION. Sec. 3. A new section is added to chapter 43.06 RCW to read as follows:
(1) The council shall recommend investment strategies to:
(a) Coordinate state infrastructure planning and capital requests;
(b) Coordinate state and regional governmental units and local government infrastructure planning;
(c) Assess infrastructure needs by area including needs resulting from expected growth; and
(d) Evaluate how state capital expenditures promote state-wide economic development objectives and growth management goals pursuant to chapter 36.70A RCW.
(2) The council shall recommend to the governor and the legislature:
(a) Policies and goals to provide and maintain infrastructure needs;
(b) Prioritization of state capital expenditures;
(c) Possible modification of designated revenues to provide greater flexibility;
(d) Guidelines for state, regional, and local funding responsibilities;
(e) Alternative funding sources; and
(f) Incentives to local governments to meet growth management requirements and infrastructure needs.
(3) The council shall solicit input and consult with public and private organizations, local governments, and the legislative capital fiscal committees before making recommendations."
"NEW SECTION. Sec. 4. This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately."

On page 1, line 1 of the title, after "strategy;" strike the remainder of the title and insert "adding new sections to chapter 43.06 RCW; creating a new section; and declaring an emergency."
