     On page 14, line 23, after "section." insert: "As a condition of granting open space classification, the legislative body may not require public access on land classified under subsection (1)(iii) of this section for the purpose of promoting conservation of wetlands."

     On page 20 line 14, after "That))." insert:  "As a condition of granting open space classification, the legislative body may not require public access on land classified under RCW 84.34.020 (1)(iii) for the purpose of promoting conservation of wetlands."

EFFECT:  Prohibits requiring public access on wetlands classified as open space.
