      On page 1, after line 7 insert:

      "On page 16 of the temporary rules, Rule 25, after subsection (8) insert (9) No bill may be placed on final passage in the house unless the bill, or another bill of substantially similar effect, shall have had at least one public hearing before a committee of the house."

EFFECT:  The amendment would require at least one public hearing on a bill, or another bill of substantially similar effect, before the bill could be placed on final passage.
