EFFECT:  Removes the requirement that the land use element in the comprehensive plan adopted by a jurisdiction planning under the 1990 Growth Management Act incorporate storm water management programs.  It also removes the requirement that the land use, capital facilities, and transportation elements of comprehensive plans incorporate provisions of watershed management plans adopted pursuant to the Puget Sound Water Quality Management Plan.
