     On page 25, line 12 of the title amendment, after "RCW;" strike "adding a new section to chapter 36.70A RCW;"

EFFECT:  Eliminates the provision allowing cities and counties to charge impact fees for stormwater facilities. Eliminates the requirement that jurisdictions planning under the 1990 Growth Management Act adopt ordinances requiring the provision of stormwater facilities concurrently with development approval, and removes the requirement that the land use element in the comprehensive plan incorporate storm water managment provisions.
