     On page 1, strike everything after the enacting clause and insert the following:

     "NEW SECTION. Sec. 1. The insurance commissioner shall establish an advisory committee to recommend legislation addressing general contractor liability for worker injuries on construction sites and addressing the advisability of permitting liability insurance policy additional and named insured endorsements covering the liability of owners, general contractors, and subcontractors. The advisory committee shall be composed of a representative of the department of labor and industries, a representative of the department of transportation, a representative of cities, a representative of counties, a representative of general contractors, a representative of subcontractors, a representative of the Washington State Trial Lawyers Association, a representative of the Washington Defense Trial Lawyers, a representative of liability insurers, and a representative of insurance brokers. The commissioner or the commissioner designee shall serve as chairperson of the committee. The commissioner shall disband the committee immediately after the committee makes its recommendations to the Legislature on January 1, 1993."
