    Strike everything after the enacting clause and insert the following:

    "NEW SECTION. Sec. 1.  A new section is added to chapter 15.58 RCW to read as follows:

    Except as provided in RCW 17.21.305, a city, town, county, special purpose district, or any other unit of local government in this state may not adopt an ordinance, rule, regulation, or statute regarding pesticide sale or use, including without limitation:  Registration, advertising and marketing, distribution, storage, transportation, disposal, disclosure of confidential information, or product composition.  This section does not apply to the adoption or continuation in effect of a fire code adopted under chapter 19.27 RCW or to any rules or regulations adopted under such a code.  This section does not apply to any ordinance, rule, regulation, or statute adopted prior to the effective date of this act."

    "NEW SECTION. Sec. 2.  A new section is added to chapter 17.21 RCW to read as follows:

    Except as provided in RCW 17.21.305, a city, town, county, special purpose district, or any other unit of local government in this state may not adopt an ordinance, rule, regulation, or statute regarding pesticide sale or use, including without limitation:  Method and manner of application, notification of use, applicator training and certification, or storage.  This section does not apply to the adoption or continuation in effect of a fire code adopted under chapter 19.27 RCW or to any rules or regulations adopted under such a code.  This section does not apply to any ordinance, rule, regulation, or statute adopted prior to the effective date of this act."

    "NEW SECTION. Sec. 3.    This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately."

    "NEW SECTION. Sec. 4.    This act shall expire July 1, 1993."

    On page 1, line 2 of the title, after "pesticides;" strike the remainder of the title and insert "adding a new section to chapter 15.58 RCW; adding a new section to chapter 17.21 RCW; providing an expiration date; and declaring an emergency."
