    Strike everything after the enacting clause and insert the following:

 

    "NEW SECTION.  Sec. 1.    The legislature finds that an increasing number of children will be entering the school system who were exposed prenatally to drugs and alcohol.  These children are biologically and educationally at risk due to prenatal drug or alcohol exposure.  The legislature further finds that by designing effective educational programs, our school system will be better equipped to educate such children, and to assist them in becoming productive citizens."

 

    "NEW SECTION.  Sec. 2.    (1) The planning for learning project is created.  The purpose of the project is to compile and distribute information, and to develop policy and program recommendations, about effectively teaching elementary school children exposed prenatally to drugs and alcohol.

    (2) The project shall be conducted by the fetal alcohol and drug unit of the department of psychiatry and behavioral science in the University of Washington school of medicine, in conjunction with the superintendent of public instruction and school districts.  The project shall be conducted to do the following:

    (a) Compile and analyze existing research on the learning styles of children exposed prenatally to drugs or alcohol, and effective strategies for teaching such children.  A report containing this information for use by educators shall be prepared by December 15, 1992, and provided to the superintendent of public instruction for further distribution to the school districts;

    (b) Develop recommendations for any necessary additional research;

    (c) Develop policy and program recommendations regarding the education of children exposed prenatally to drugs or alcohol; and

    (d) Prepare a report by December 15, 1992, regarding the recommendations required in (b) and (c) of this subsection for distribution to the legislature, the superintendent of public instruction, and school districts.

    (3) This section shall expire January 1, 1993."

 

    "NEW SECTION.  Sec. 3.    If specific funding for the purposes of this act, referencing this act by bill number, is not provided by June 30, 1992, in the omnibus appropriations act, this act shall be null and void."
