    Strike everything after the enacting clause and insert the following:

    "NEW SECTION. Sec. 1.  A new section is added to chapter 35.21 RCW to read as follows:

    Except as limited by the maximum penalty authorized by law, no city, code city, or town, may establish a penalty for a crime that is less than the penalty prescribed for that crime by state statute."

    "NEW SECTION. Sec. 2.  A new section is added to chapter 36.01 RCW to read as follows:

    Except as limited by the maximum penalty authorized by law, no county may establish a penalty for a crime that is less than the penalty prescribed for that crime by state statute."

    "NEW SECTION. Sec. 3.    This act shall take effect July 1, 1992."

    On page 1, line 1 of the title, after "penalties;" strike the remainder of the title and insert "adding a new section to chapter 35.21 RCW; adding a new section to chapter 36.01 RCW; and providing an effective date."
