    On page 7, beginning on line 19 of the Ways and Means committee amendment, strike all material down to and including 23, and insert the following:

    "NEW SECTION. Sec. 1.    This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect April 1, 1992."
