    On page 5, beginning on line 7 of the amendment, strike all of section 3 and insert the following:

    "NEW SECTION. Sec. 3.    Prior to December 1, 1992, the director of the department of labor and industries, after consultation with the electrical industry, shall make recommendation to the legislature regarding certification requirements or exemptions from certification, or both, for persons employed to perform utility-type electrical work."
