    On page 5, after line 26 of the Ways & Means committee amendment insert the following:

    "NEW SECTION. Sec. 1.    This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect April 1, 1992."
