    On page 3, following line 26, insert "(2) The transportation improvement board shall consider any application for project funding it receives within ninety days of its application deadline for that year's transportation improvement account program, if it is accompanied by a feasibility study that is submitted within thirty days prior to the application deadline and is done in cooperation with the department of transportation.
