    On Page 6, after line 14, insert the following:

NEW SECTION. Sec. 11.    The office of the superintendent of public instruction, the department of social and health services, and the child care coordinating committee shall develop a plan for implementation of a before-and-after-school child care program.  The plan shall be submitted to the legislature by December 1, 1992."
