    Strike everything after the enacting clause and insert the following:

    "NEW SECTION. Sec. 1.    The following acts or parts of acts are each repealed:

(1) RCW 43.200.050 and 1989 c 322 s 4, 1984 c 161 s 6, & 1983 1st ex.s. c 19 s 5;

(2) RCW 43.200.150 and 1989 c 322 s 6, 1985 c 293 s 4, & 1984 c 161 s 14; and

(3) RCW 43.200.040 and 1989 1st ex.s. c 9 s 219, 1984 c 287 s 91, 1984 c 161 s 5, & 1983 1st ex.s. c 19 s 4."

    "NEW SECTION. Sec. 2.    This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately."

    On page 1, line 1 of the title, after "council;" strike the remainder of the title and insert "repealing RCW 43.200.050, 43.200.150, and 43.200.040; and declaring an emergency."
