On page 3, after line 2, insert a new subsection as follows:

    "(3) The application of this section shall not result in a loss of revenues to any emergency medical service district.  Any emergency medical service district that suffers a loss of revenues may make application to the state department of revenue for a grant equal to the difference between what that emergency medical service district levy would have been using 1990 assessments compared to using 1989 assessments."

Renumber the remaining subsection.

     "NEW SECTION.  Sec. 5.    Two million dollars, or as much thereof as may be necessary, is appropriated from the general fund to the department of revenue for the fiscal biennium ending June 30, 1991, for the purpose of making grants under section 2 of this act."

Renumber the remaining sections.
