    On page 6, after line 21, add the following section and renumber sections consecutively.

    "NEW SECTION.  Sec. 9.  A new section is added to chapter 76.09 RCW to read as follows:

    Each forest practices permit issued by the department shall contain conditions to ensure that storm water volumes resulting from such practices do not exceed the capacity of the natural watercourses conveying such waters.  In adopting such conditions, the department shall consider the cumulative impact of other forest practices in the same watershed."
