    On page 29, after line 23, add a new section as follows:

    "NEW SECTION. Sec. 27.  The application of this act shall not result in a loss of revenues to any library district.  Any library district that suffers a loss of revenues may make application to the state department of revenue for a grant equal to any loss caused by the implementation of this act."
