    On page 20, line 16 of the amendment, after "70.170.010" insert "; and

(j) Optional strategies that the legislature may adopt that permit the establishment of annual health care expenditure targets that encourage the purchase and use of appropriate and effective personal health care services pursuant to the objectives established in RCW 70.170.010.  The department shall report to the appropriate standing policy and fiscal committees of the legislature with its recommendations by November 1, 1992"
