    On page 27, beginning on line 26, strike all material down to and including line 29 and insert the following:

    "NEW SECTION. Sec. 15.  If specific funding for the purposes of sections 2, 3, and 4 of this act, referencing sections 2, 3, and 4 of this act by bill and section number, is not provided by June 30, 1992, in the omnibus appropriations act, sections 2, 3, and 4 of this act shall be null and void."
