    On page 4, line 5, after "firearm." insert "Upon receipt of an application to possess a firearm from an applicant to whom the court administrator may not withhold permission to possess a firearm, the court administrator shall process the application and grant the applicant written permission to possess the firearm no later than the end of the next business day."
