    On page 5, line 6, after "needs." insert "If the allocation is still insufficient to meet the basic stewardship needs, the other allocations shall be used as necessary to fund basic stewardship needs."

    On page 5, line 10, delete "it is intended that moneys disbursed from the account" and insert "Moneys disbursed from this account shall"

    On page 5, beginning on line 16, delete all of subsection (6)

    Renumber the remaining subsections consecutively
