     On page 3, line 17, after "(9)" insert "Sixteen and seventeen-year olds who (a) have received a high school diploma, (b) have been issued a certificate of educational competence under RCW 28A.305.190, or (c) provide the department of labor and industries with evidence of emancipation shall be exempt from subsections (2) through (6) of this section.

     Renumber the remaining subsections consecutively and correct any internal references accordingly.
