HOUSE COMMITTEE ON

TRANSPORTATION

Majority Report:  Do pass.  Signed by 22 members:  Representatives R. Fisher, Chair; R. Meyers, Vice Chair; Betrozoff, Ranking Minority Member; Chandler, Assistant Ranking Minority Member; Brough; Cantwell; Cooper;           G. Fisher; Forner; Haugen; Heavey; Horn; R. Johnson; Jones; Kremen; Mitchell; Orr; Prentice; Schmidt; Wilson; Wood; and Zellinsky.

 Staff:  Mary McLaughlin (786-7309).

Background:  Carriers that transport property for compensation under individual contracts are regulated as contract carriers by the Utilities & Transportation Commission (UTC).  When a contract carrier applies for operating authority, the original or certified copy of the carrier's transportation service contract(s) must accompany the permit application.

With the accessibility of photocopy machines in today's society, the filing of an original or certified contract is unnecessary as a copy serves the same purpose.

Summary of Bill:  A photocopy of each transportation service contract must accompany a contract carrier's permit application for Utilities & Transportation Commission operating authority.  The original or certified copy of the contract is no longer required.

Fiscal Note:  Available.

Effective Date:  Ninety days after adjournment of session in which bill is passed.

Testimony For:  Because of the availability of photocopy machines, the filing of an original or certified contract is unnecessary.

Testimony Against:  None.

Witnesses:  Carol Monohon, Utilities & Transportation Commission.
