Background:  The Washington Utilities and Transportation Commission (UTC) regulates the rates of certain trucking companies that operate exclusively within the state.

 

Legislation enacted last year exempted companies that transport recyclable materials from rate regulation under certain conditions.  One such condition stipulates that trucking companies are eligible for the exemption only when they collect recyclables from a site generating 10,000 or more tons of recyclable materials per year.

 

Summary of Bill:  The exemption from UTC rate regulation is broadened by allowing a trucking company to meet the 10,000 ton requirement by collecting from several sites if those sites are owned by the same person or company.

 

Fiscal Note:  Not requested.

 

Effective Date:  Ninety days after adjournment of session in which bill is passed.
