Title:  An act relating to obsolete references.

Background:  Legislation is sometimes enacted creating new statutory entities or altering the names of existing statutory entities.  There are often dozens of references in the RCWs that could be amended to reflect the changes being made by the legislation.  Sometimes amendments to all of these references are not included in the legislation.

 

As part of its duties, the Code Reviser's Office periodically prepares corrective legislation to provide updated and consistent references throughout the code.

 

Summary of Substitute Bill:  Several incorrect or obsolete statutory references are corrected or removed.  Among these are the following:

 

1.  Obsolete references to the "board for community college education" are replaced with the correct current designation, "board for community and technical colleges."

 

2.  Obsolete references to the "commission for vocational education" are replaced with the correct current designation, "work force training and education coordinating board."

 

3.  A cross-reference to a statute that has been recodified is changed to reflect the new citation.

 

Several grammatical changes are also made.

 

Substitute Bill Compared to Original Bill:  The substitute bill corrects an implication that some college districts may contain both a "community" college and a "technical" college.  The substitute reflects the fact that these types of colleges are in separate districts.

 

Fiscal Note:  Not requested.

 

Effective Date of Substitute Bill:  Ninety days after adjournment of session in which bill is passed.

 

Testimony For:  The bill clears up various ambiguities caused by out-of-date references.
