Background:  Upon the request of the dean of the University of Washington School of Dentistry, the Board of Dental Examiners can grant a license to practice dentistry, without examination, to a dentist licensed in another state or country who has accepted employment as a faculty member.

 

However, the board has no authority to grant licenses to university residents in post-graduate dental education. These residents actually engage in the practice of dentistry in connection with the requirements of the curriculum.

 

Summary of Substitute Bill:  Upon the request of the dean of the University of Washington dental school, the board is authorized to grant a limited license to university residents in post-graduate dental education to practice dentistry in connection with their duties.  The limited license is renewable annually.

 

Substitute Bill Compared to Original Bill:  The limited license for residents in post-graduate dental education is to be renewable annually.  A technical change made terms internally consistent.

 

Fiscal Note:  Requested January 29, 1992.

 

Effective Date of Substitute Bill:  Ninety days after adjournment of session in which bill is passed.

 

Testimony For:  Post-graduate dental students technically practice dentistry within the meaning of the Dental Practice Act, and should be properly licensed to do so.  The board should have the authority to grant licenses to practice dentistry to graduate students in connection with, but limited to, their curriculum in the University of Washington School of Dentistry.
