Background: 

 

In 1989, legislation was enacted providing cities and counties with the authority to enter into negotiated bids for solid waste facilities under certain circumstances.  The provision identifying these circumstances was incorrectly added to a section of law relating to establishing solid waste handling systems.

 

In 1991, legislation was enacted establishing restrictions on heavy metal content in packaging and creating the Clean Washington Center to develop markets for recyclable materials.  Several technical revisions to the legislation have been recommended by the code reviser and other interested parties.

 

Summary of Bill:  The provision relating to local government authority to use the negotiated bid process is moved to the appropriate section of law.  Grammatical changes are made to provisions relating to the Clean Washington Center.  A technical correction is made to clarify that the limitations on heavy metal content in packages do not apply to products.

Effective Date:  Ninety days after adjournment of session in which bill is passed.
