BACKGROUND:
Many liquor license premises that are licensed as restaurants serving beer and wine have rooms or portions of rooms set aside for the preparation, dispensing and consumption of liquor. The Liquor Control Board has no statutory authority to prohibit persons under 21 from entering such areas.
SUMMARY:
The Liquor Control Board is authorized to classify certain portions of licensed premises as taprooms or cabarets. Minors are prohibited from entering such areas.

TESTIMONY FOR:
This bill seeks to prevent the consumption of alcohol by under-aged individuals. It gives the Liquor Control Board clear authority to prohibit individuals under the age of 21 from frequenting cocktail lounges in restaurants, and nightclubs where alcohol is dispensed and consumed.
