BACKGROUND:

 

The Waste Not Washington Act establishes waste reduction as the priority strategy of solid waste management. It is the responsibility of every person to minimize production of wastes and to separate recyclable or hazardous materials from mixed waste.

 

After waste reduction, recycling is the top priority for the collection, handling, and recycling of solid waste.

 

      Although opportunities are continuing to expand, citizens have expressed concern over the lack of recycling facilities on passenger ferries and at highway rest stops.

 

SUMMARY:

 

Vending machine owners or operators shall provide receptacles for recycling cans and bottles dispensed by their vending machines located on passenger ferries or at state-owned highway rest areas.  The machine owner or operator may either provide the recycling services or contract for the service.
