BACKGROUND:

 

Appropriation authority is required for the expenditure of state funds.  State government operates on the basis of a fiscal biennium that begins on July 1 of each odd-numbered year.  A biennial budget was enacted during the 1991 legislative session.

 

SUMMARY:

 

The 1991-93 transportation agencies appropriation act is amended.

 

The increase in appropriation authority over the current biennium is $113 million, of which $15 million is from the motor vehicle fund-state revenues.

SUMMARY OF PROPOSED SENATE AMENDMENT:

 

A $145 million budget appropriation is made for transportation agencies of which $90 million is from the motor vehicle fund-federal.  The $33 million appropriation for the Washington State Patrol headquarters facility is eliminated and additional federal funds from ISTEA are appropriated.  Spread sheets are available.
