BACKGROUND:

In 1990, legislation was passed which allows a noncharter county, by vote of the people, to increase the board of commissioners from three to five members.  The act has a delayed effective date of January 1, 1993.  Some counties would like to propose increasing the size of their boards of commissioners sooner than that date.
