BACKGROUND:

 

The Washington State School Directors' Association is made up of members of local school boards throughout the state.  The association was first established in the 1920s and became a state agency in the mid-1940s.  Officers of the association, which include a president, first vice president, second vice president, and an immediate past president, are currently paid only for expenses such as travel, food and lodging when they are conducting association business. 

 

In December 1989, the association's 20-member board of directors passed a resolution that would, contingent upon necessary legislation, allow officers of the association to also be paid up to $50 per diem compensation for days they conduct association business. 

 

SUMMARY:

 

The Washington State School Directors' Association is authorized to pay members of its board of directors per diem compensation for days they conduct association business.  The per diem compensation is provided in accordance with the statute governing compensation of the members of class three, part-time boards and commissions.

 

The title of the chief officer of the Washington State School Directors' Association is changed from "executive secretary" to "executive director."

TESTIMONY FOR:

 

It is difficult to get school board members to serve on the Washington State School Directors' Association board of directors without providing per diem compensation.  The payment is modest and comes out of the association budget which is paid by member school boards.  This bill would treat board members of the Washington State School Directors' Association the same as members of other boards and commissions.
