BACKGROUND:

 

A four-year driver's license costs $14.  Of that $14 fee, $10.20 goes to the highway safety fund (HSF), and $3.80 to the state general fund.

 

The highway safety fund primarily supports the driver licensing activities of the Department of Licensing.  The current six-year plan for the HSF expires following the 1991-93 biennium.

 

In the 1989-91 biennium, $7 million was deposited in the general fund.  In the 1991-93 biennium, it is expected to be $7.4 million.

 

SUMMARY:

 

The entire driver's license fee shall be dedicated to the highway safety fund.
