BACKGROUND:

 

The institutions of higher education in the state of Washington must compete with institutions in other states for the most talented students in the musical arts.  It has come to the attention of the Legislature that other states' institutions may provide non-need based tuition waivers to extremely talented musicians.   

 

SUMMARY:

 

The boards of regents or trustees of the state universities, the regional universities, and The Evergreen State College may waive the tuition and services and activities' fees for up to 25 percent of the graduate students pursuing degrees in the musical arts.
