Brief Description:  Subsidizing county losses involved in vehicle title and registration activities.

BACKGROUND:

 

A finding in the Legislative Transportation Committee (LTC) mandated, Department of Licensing (DOL) conducted title and registration study was that all counties were not raising enough revenue to cover their costs of operation.

 

Specifically, small counties were not able to cover costs while larger counties covered their costs, and in some cases, made substantial profits which are deposited in the counties' general expense funds.

 

SUMMARY:

 

Counties shall calculate their net proceeds from vehicle licensing activities each year.  If a county's net proceeds exceed $10,000, the county shall transmit 2 percent of such collections to the State Treasurer.  The State Treasurer shall reimburse a county whose operational costs exceed revenues from vehicle licensing activities.
