BACKGROUND:

 

Concern has been expressed about the manner in which the process for Senate confirmation of gubernatorial appointments is carried out.  Some regents and trustees of educational and other institutions are required to be confirmed under the provisions of Art. XIII, Sec. 1 of the State Constitution.

 

All of the remaining confirmations are required in statutory law.  It has been suggested that one solution to the problem would be to eliminate confirmation for all offices but those required by the Constitution, leaving management of the executive branch to the Governor and the policy-making boards or commissions.

 

SUMMARY:

 

All statutory references to requiring Senate confirmation of appointments of agency heads and members of boards, councils and commissions are deleted, except for the regents or trustees of institutions of higher education and of the School for the Blind and the School for the Deaf.
