Brief Description:  Limiting the costs of the Washington state lottery.

BACKGROUND:

 

While the costs of administration of the state lottery are appropriated, retailer discounts, advertising, and other costs of goods sold are non-appropriated and are determined by the Lottery Commission.  These latter costs amounted to 10.4 percent of gross annual revenues accruing from the sale of lottery tickets and shares for the 1989-91 biennium.

 

SUMMARY:

 

Total annual costs for retailer discounts, advertising, and other costs of goods sold shall not exceed 7.8 percent of gross annual revenues accruing from the sale of lottery tickets or shares.

Effective Date:  The bill contains an emergency clause and takes effect immediately.
