BACKGROUND:

 

Current state statute is silent on the treatment of persons from other states who do not have a driver's license, but do have an instruction permit.

 

Current practice of the State Patrol is to hold persons from another state to the same statute used for Washington residents:  that is, the person must be at least 15 years of age and must be accompanied by a licensed driver with five years of experience.

 

SUMMARY:

 

A nonresident who is at least 15 years of age and possesses an instruction permit is allowed to drive in the state.
