BACKGROUND:
Concern has been expressed about the growth of management personnel in state government.
SUMMARY:
The number of management employees in each agency of government may not exceed the actual number of such personnel unless each additional position has received prior approval by the Committee on State Government Employment. "Management employees" is defined to include agency chief executive officers, superintendents, deputies, assistants, or associates; regional administrators or managers; program and office managers, and administrative or executive assistants.
The Committee on State Government Employment consists of eight members, four of whom are appointed by the Governor (one of whom shall be designated as the chair), and four persons appointed by the largest labor organization representing classified employees in the state civil service system. Members serve without compensation but are reimbursed under the standard travel and lodging rate schedule. Staff for the committee is provided by the Department of Personnel. The committee is required to adopt rules for implementing this program.
