Brief Description:  Including members of certain higher education boards in the definition of executive state officer for purposes of public disclosure reporting.

BACKGROUND:

 

The Legislature created the Spokane Joint Center for Higher Education and the Workforce Training and Education Coordinating Board during the 1991 legislative session.  Both of these agencies are governed by boards which are appointed by the Governor with the consent of the Senate.  However, the members of these governing boards are not required to submit financial affairs reports under the public disclosure law because they were not specifically included in the public disclosure law when they were created.

 

When the Legislature added the technical colleges to the community college system the reference to community colleges in the public disclosure law was not expanded to include the technical colleges.

 

SUMMARY:

 

Members of the governing board of the Spokane Joint Center for Higher Education and members of the Workforce Training and Education Coordinating Board are included under the state public disclosure law, and will be required to file a statement of financial affairs yearly.

 

The reference to community colleges in the public disclosure law is expanded to include the new technical colleges.
