BACKGROUND:

 

It is suggested that financial incentives, awarded to public assistance recipients for obtaining a sterilization, would encourage smaller and more functional families.

 

SUMMARY:

 

A woman who has resided within this state for three years and is receiving public assistance is granted an award in the amount of $10,000, if she obtains a tubal ligation at the time of the birth of her first child.  The award is $5,000 if the tubal ligation is obtained at the time of a second birth.  One-half of the award is given upon proof of the tubal ligation and the remainder is allocated over the next five years.  The deferred payments are made in the form of rent, child care, medical care, educational assistance, or vocational assistance.

 

A man who resides within this state at the time of the birth of his child is awarded $500 upon proof obtaining a vasectomy.
