BACKGROUND:

 

Every county and city must adopt development regulations that protect critical areas.  For counties and cities planning under the Growth Management Act, the development regulations must be adopted on or before September 1, 1991.  All other counties and cities must adopt these development regulations on or before March 1, 1992.

 

The legislative authority of a county that plans under the Growth Management Act must adopt a county-wide planning policy in cooperation with the cities located within the county by July 1, 1992.

 

Counties planning under the Growth Management Act with a population of 450,000 or more, with contiguous urban areas (King, Pierce, Snohomish) must adopt multicounty planning policies.

 

The aforementioned deadlines, in most instances, will not be met.  There is no deadline for adoption of multicounty planning policies.

 

SUMMARY:

 

The deadline for all counties and cities not planning under the Growth Management Act to adopt development regulations to protect critical areas is moved from March 1, 1992 to June 1, 1992.

 

The deadline for the legislative authority of a county that plans under the Growth Management Act to adopt a county-wide planning policy in cooperation with the cities within the county is moved from July 1, 1992 to October 1, 1992.

 

Counties planning under the Growth Management Act with a population of 450,000 or more with contiguous urban areas are required to adopt multicounty planning policies by January 1, 1993.

Effective Date:  The bill contains an emergency clause and takes effect immediately.
